Students who need proof of Canadian citizenship for education purposes may request expedited processing of their citizenship certificate application. Immigration, Refugees and Citizenship Canada (IRCC) lists attending a school, college, or university as one of the circumstances that may qualify for urgent processing. Following the implementation of Bill C-3 on December 15, 2025, which expanded citizenship by descent beyond the first-generation limit, processing times for proof of citizenship applications have increased to about 25 months as of August 2026. Applicants requesting urgent processing on education grounds must explain why their application is urgent and provide supporting documentation, such as a letter of acceptance from a Canadian educational institution and a tuition summary. Obtaining proof of citizenship may also allow eligible students to qualify for domestic tuition rates, although IRCC does not guarantee that an urgent application will be processed within the applicant’s required timeframe.
