Quebec updates permanent selection guidance for recognized refugees and protected persons

The Government of Quebec has updated its guidance for people recognized as refugees or persons in need of protection who are living in the province. After a positive decision from the Immigration and Refugee Board of Canada (IRB) or approval of a Pre-Removal Risk Assessment by IRCC, applicants should submit an application for permanent selection to Quebec and an application for permanent residence to the federal government at the same time. A Quebec permanent selection application is required to obtain a Quebec Selection Certificate (CSQ), and applicants do not need to wait for the CSQ before submitting their federal permanent residence application. Quebec currently reports a processing time of 25 to 60 days for permanent selection applications and, as of the September 8 update, was processing applications received on August 18, 2026. MIFI also notes that it is currently receiving an exceptionally high volume of applications from recognized refugees and persons in need of protection. Applicants who wish to work in Quebec must continue to maintain a valid work permit until they obtain permanent residence.
