IRCC tightens business immigration intake

Immigration, Refugees and Citizenship Canada has announced immediate changes to its business immigration programs as part of the 2026–2028 Immigration Levels Plan and Canada’s Talent Attraction Strategy. As of December 19, 2025, IRCC has stopped accepting applications for the optional work permit under the Start-Up Visa (SUV) Program, except for applicants already in Canada seeking to extend an existing SUV work permit. The department will also prioritize permanent residence applications from individuals currently in Canada holding SUV-specific work permits, in line with annual admissions targets. Beginning December 31, 2025, IRCC will pause new SUV Program applications, with a limited exception for applicants holding a valid commitment from a designated organization issued in 2025 who have not yet applied. The pause on the Self-Employed Persons Program will be extended until further notice. These measures are intended to reduce the temporary resident population by supporting transitions to permanent residence. Further details on a new, targeted pilot program for immigrant entrepreneurs are expected in 2026.
