IRCC prioritizes Francophone immigration in latest policy guidance

Internal messaging guidance revealed by Immigration, Refugees and Citizenship Canada (IRCC) showcases the government's strengthened commitment to francophone immigration outside Quebec despite overall reduced immigration targets. The guidance, issued to Liberal MPs in late 2024, outlines ambitious targets aiming to increase French-speaking permanent residents from 6% in 2024 to 10% by 2027, addressing the declining francophone demographic presence across Canada. This strategic shift aligns with Canada's modernized Official Languages Act and includes new pilot programs designed to attract and retain French-speaking immigrants in minority communities.
