IRCC enhances transparency with new officer decision notes for visa refusals

Starting July 29, 2025, Immigration, Refugees and Citizenship Canada (IRCC) has implemented a significant service improvement by providing officer decision notes alongside refusal letters for select immigration applications. This transparency initiative initially covers temporary resident visas, visitor records, study permits, and work permits, with plans to expand to other application types in the future. The notes, written by the deciding officer, will be automatically included with refusal letters sent to applicants or their representatives, though certain information may be withheld for security or privacy reasons. This change represents IRCC's commitment to more transparent service delivery.
