The Manitoba Trucking Association (MTA) is advocating for a new “trusted employer” certification within Canadian immigration programs to prevent worker abuse and strengthen protections for foreign workers in the trucking sector. The MTA’s executive director, Aaron Dolyniuk, has met with provincial labour and immigration officials to propose a program that would require companies to prove they can properly onboard foreign employees — including helping them obtain driver’s licences and social insurance numbers — and show a clean record of labour compliance before hiring through federal or provincial immigration streams. Certified employers must also demonstrate a balance between their fleet size and workforce to qualify. While Manitoba’s deputy minister of labour and immigration acknowledged the association’s efforts without directly commenting on the certification proposal, the MTA plans to present the idea to the federal government in early 2026. The push is part of broader efforts by the association to combat labour trafficking and illegal practices in the industry.
