On August 24, 2026, IRCC issued a new temporary public policy for foreign nationals of Palestine who arrive in Canada as temporary residents on or before September 30, 2027. The policy takes effect August 1, 2026 and expires December 30, 2027, and lets eligible arrivals apply from within Canada for fee-exempt study permits, open work permits, and temporary resident permits, and move between temporary resident streams. The Francophone Minority Communities Student Pilot has entered a new annual intake cycle running August 26, 2026 to August 25, 2027, with the study permit application cap remaining at 2,970 for the year; the pilot itself has been extended through August 2027. This is directly actionable for practices advising French-speaking applicants from Africa, the Middle East, and the Americas seeking study permits outside Quebec, given the pilot's exemption from the standard dual-intent (leave Canada) requirement and adjusted financial thresholds.
