IRCC extends pre-removal risk assessment eligibility for Congo nationals

Immigration, Refugees and Citizenship Canada (IRCC) has announced significant changes to the pre-removal risk assessment (PRRA) eligibility for nationals of the Democratic Republic of the Congo. Due to the deteriorating security situation involving M23 rebels and documented human rights abuses, DRC nationals who received negative asylum decisions between July 2024 and July 2025 may now apply for PRRA without the standard 12-month waiting period. This exceptional measure responds to significant changes in country conditions. However, eligibility does not guarantee approval, as applications will continue to be assessed individually based on the information provided.
