Canada announced historic changes to citizenship by descent rules, expanding access beyond the first generation

On June 5, 2025, Immigration Minister Lena Metlege Diab introduced Bill C-3: An Act to amend the Citizenship Act (2025) to modernize Canadian citizenship laws. The legislation proposes significant changes to citizenship by descent rules, allowing Canadian parents to pass citizenship to their children born abroad if they demonstrate a substantial connection through three years of physical presence in Canada. This reform addresses long-standing concerns about the current first-generation limit, which has prevented many Canadian citizens from transferring their citizenship to children born outside Canada. The bill also includes provisions for automatic citizenship for those previously excluded by outdated regulations.
